Is it possible to create self-contained applications in WPF for private use?

Hello! As far as I understood, wpf is a Framework for interfaces. Understood, but not completely. What else is needed to make a complete application? Name pliz examples from life for applications that can be written using this framework. These applications can be individually written to order like websites for example? I haven't seen something like that.
