Is it possible to create cards for the ios Wallet (Passbook) program with a free developer account?

Faced the problem of creating cards for Wallet (Passbook).
In the Apple Tutorial
https://developer.apple.com/library/content/docume...
the first item is In Certificates, Identifiers & Profiles, select Identifiers.
But I can't find it anywhere in my account. Does this mean that I need a paid account, or that I'm blind and someone will be so kind as to stick my nose in the right place :)
P.S. I plan to generate cards in Python or Node
