Is it possible to create an operating system from scratch (2D Pan and Zoom)?

I must say right away that I am not a programmer, but I am on the information wave, so I understand what will happen in the near future. Maybe I'm wrong so I want to ask you.
Is it possible to create an operating system with smooth zooming in and out, panning and zooming in 2D dimension (2D Pan and Zoom)?
If so, are you ready to team up to create this OS based on open-source? Together we can finish it up to an alpha version, raise money on a crowdfunding platform, finish it up to beta, and further to the final version.
Let me explain what the principle is.
This OS will be similar in principle to the Google Earth program. Imagine that you immediately have all the information that is on your computer, just like in Google Earth, the whole earth was originally in front of you. And your photos are located in some place, the user clicks on this place and this area is enlarged (zoomed) to a specific photo, just like in Google Earth one click smoothly takes you from a common land to a country, street and a specific house.
What is the advantage of this idea over the Windows folder system?
You will see all the photos from afar and find what you need faster. It will be easier for you to remember where everything is, just like in Google Earth you remember the street and a specific house.
This operating system will not have a web browser. Both the Internet and your file system will be in front of you in the form of a 2D zoom board. The order of the files and Internet content will be arranged in any individual order.
I am sure that soon VR helmets will replace tablets and computers. In view of this, the Windows file system is definitely the last century. It is necessary to develop a new operating system that meets the new requirements in the "age of speed", "age of integration", "age of information".
The modern problem of mankind is an information boom and noise. And of course, the Internet space, like a tracing paper, conveys the state of the global consciousness of mankind. The main problem that we have to solve is to structure the information.
With the help of the new operating system, it will be possible to visualize big data in an orderly manner and build relationships between them online. This highly structured information will only be supplemented and detailed over time, which will provide new opportunities, for example, to speed up learning several times.
People from all over the world will be able to easily bring together all the knowledge accumulated by mankind about the past, as well as trace the relationship between various historical events with unprecedented speed and ease.
A small remark; I offer not just a program, but a whole OS, so I'm sure that with a good implementation, it will not slow down under heavy loads both on the Internet network and on the processor and video card.
