Is it possible to create an interface to an existing library?

There was a small idea to write a desktop - an application with which you can make games using the libGDX library. That is, it turns out a program in which you can create a project, work on it, using a clear interface, do something using the libGDX library. That is, create a game on libGDX using a desktop application ... I hope I explained it more or less clearly :) I apologize for the VERY stupid question in my opinion, but I'm only a student, and curiosity is stronger than me :)
PS Please don't say that it won't work and that's it like that, I'm interested in "the purpose of increasing education."

What's the question? Obviously technically possible. libGDX comes under the Apache 2 license, which means that there can be no legal problems either. And if you pull to implement a project of such a degree of complexity - see for yourself :)
