Is it possible to initially create a "reference" application on a webview, all the contents of the site will be stored in the application (without downloading from the Internet), see if it has gone in, and then slowly remake it into a full-fledged application and release updates.

An application from a developer without a name, and, importantly, a budget, made no matter what, is unlikely to come to anyone. It just gets lost in the depths of the store and that's it.
You can do it, but it won't do you any good. About 9 years ago, I also thought to start quickly, javascript, titanium, filed something, even earned money on it, but then it turned out that no one needed it, and my experience too. I had to switch to Java.
