Is it possible to create a private Telegram bot?

As far as I understand, in Telegram you can find any bot through the search and start interacting with it using the available commands. Anyone. If you know his unique name.
Is it possible to create such a Telegram Bot that only I and a few other people can communicate with?

At the end of the article, the author says that he interacts with his Smart Home system through his own bot.
Turns the bathroom light on and off.
I didn't manage to find this bot right away, but I assume that anyone who knows the name of this bot will be able to turn on the light in the bathroom and toilet of the author of the article :)
Or am I wrong?

Стандартной реализации нет. Бот - просто канал взаимодействия. Проверки и ограничения надо делать на своей стороне.
Там особой логики и нет. Просто делаете таблицу с id (или логин, если есть, но лучше id) пользователей, кто может использовать бота. Все остальные просто игнорируются.
