Is it possible to create a neural network that can learn by itself, have consciousness and develop?

Anyone who watched the film A Robot named Chappie knows that there the programmer created the possibility of artificial intelligence to train and give him consciousness.

So I'm wondering if there is someone who has actually already made a prototype, a test version of a program for artificial intelligence with consciousness?

Scan the mind of a person, and output it to a USB flash drive and from there to the robot.
Is it really possible to do this with the help of current machine learning tools and artificial intelligence with neural networks?
I mean to do in our time, is there enough power to display the image of human consciousness on a computer or do something like that?

Not yet, because we ourselves do not know what "consciousness" is. In general, a neural network is a little different - a neural network is some kind of adaptive algorithm that can adapt to the problem being solved when trying to solve it. Artificial intelligence can include thousands of neural networks and an algorithm of consciousness that should operate on them. So here is the problem in the algorithm of consciousness - we do not understand how it should work.
So far, all attempts to comprehend and implement it have failed.
