On bare Exim, you can create an account that can send mail. The only question is to correctly configure Exim so that other mail servers accept mail, not considering it as spam (domain writeback, SPF, DKIM, DMARC). Due to a bunch of little things, it will be easier to use the free mail services of Yandex, Google, etc.
