Is it possible to create a Google meet/Zoom meeting programmatically for 2 people knowing their email addresses?

I wanted to know if it is possible to create a rally for 2 people in the Google meet API and Zoom API.
Example: let's say there are 2 Email addresses (foreign). And they need to create a rally (either Google meet or Zoom, it depends on the user's choice) for a specific date/time. You need to get a link to the rally of these 2 people in order to display them on the site in their account

Meet does not have an official API or SDK at all - everything is supposed to be done by handles.

In theory, there should be such a thing for a mit. Slack also has a Google calendar connection, after which links to calls are sent to messages
