Is it possible to correctly open an 866 encoded (DOS) file in LibreOffice from the command line?
Well, the whole point of the question is in the title. There is LibreOffice one of the latest versions 4.1.1.2 under Windows 7. When I try to open a file with 866 encoding from the explorer context menu via "Open in LibreOffice Writer", we get scribbles (the file is recognized as having 1251 encoding).
Is it possible to somehow open this file without first launching Writer itself in the correct encoding? I understand that you can launch Writer and select the "Encoded Text" filter when opening it, and then specify the desired encoding in the dialog, but these are just additional steps that I would like to get rid of.

Is transcoding the file before opening (man enca) not an option? do you need to save it in the same encoding?
you can also think in the direction of running the script (which will already change the text encoding), control is transferred by the key:
-accept={UNO string}

Unfortunately, there is no way to check, but try giving the file the extension .asc
