Is it possible to correct RCPT TO addresses in Exim?

I often notice that during mass mailing from Outlook, users accumulate a decent amount of incorrect addresses with quotes in their recipients, like <'[email protected]'>. Exim sends such send attempts with the error "dropped: too many syntax or protocol errors". Outlook diligently keeps silent and hangs up the letter in Outbox.
Because it is rather difficult to find and correct all crooked addresses in a large list of recipients, I have a question: Is it possible on the Exim side to bring such addresses to a valid form?

Form correct addresses. Quotation marks (ampersand) are prohibited in the domain, but are allowed with reservations in the local part - before @. see RFC5322
