In general, no. It has functionality for exporting data in XML format. You can use this export by writing a processing for your new CMS that will sort this data into a new database. Will it be fast? In the case when there is an extremely large amount of data, it will be faster than if you started transferring the data manually. In the case when the site has ~20-50 and possibly even 100 pages, it will most likely be faster to hire someone to manually transfer articles and other things.
