Is it possible to control TurboBoost technology?

Cheerful evening! I am the proud owner of an Asus Vivobook S15 laptop (compact, powerful, but with dull cooling) based on the i5 8250U processor with TurboBoost technology.
As you know, this technology, if necessary, increases the frequency of the processor, if the temperature allows it.
When using a laptop, I constantly monitor the temperature of the processor and in heavy applications / games it reaches up to 95 degrees!.
QUESTION: Why the hell does TurboBoost allow temperatures close to critical?!?? Why doesn't it reset the performance to normalize the temperature?? Why is this defense mechanism so unreliable?
In order to minimize the risk of overheating, I lower the max. frequency from 100% to 99%, and so on. frequency is limited by the base(i.e. Turbo boost is completely disabled).
But the base frequency is half the maximum, I don't want to lose that much performance, is there any software that allows you to set a more reliable power management policy for the processor or adjust the maximum frequency?

I had such a laptop. sold.
now percent 9300h + 1050, laptop xp pavilion gaming.
in general, in games like RDR2, everything was also heated in stock. up to 100 degrees. and the power supply is hot and percent.
There are several ways to reduce heat:
1) IMHO not very effective (I did not notice the difference) - lower the voltage through IXTU. the difference is either minimal or not noticeable at all, personally for me.
2) effective - through the power settings, set the processor performance to 99%, thereby disabling turbo boost. the frequency is kept at the same level, the percentage is cold, the power supply is not heated. For example, it works for me at a frequency of 2300 MHz in this case. percent eats 8-12 watts.
3) effective - we use method 2 + via msi afterberner -> riva tuner -> we make the frame rate fixed, for example, when running rdr2, I set 35 frames, the temperatures of the processor and video card are kept around 70 degrees, everything is fine.
4) not as effective as 3 - through the ThrottleStop program we set the maximum turbo boost frequency to 3000, the fps is kept around 40-60, the video card is loaded at 99%, the percentage is at 40%. processor temperature under 80, vidyahi 75, eats 20 watts, the cooler makes noise
5) set the frame limit to method 4 - the percent eats 15 watts, the video card is loaded by 75%, the percent by 50%, the rate of the processor is 73 and the video card is 67, the cooler makes noise like in 4 option.
as a result, I come to the conclusion that in rdr2 I have enough restrictions of 35 frames + turning off turbo boost. I get a stable 35 frames, the laptop is almost inaudible, it does not overheat and does not work at its limit. something like this.
