Is it possible to connect two computers with a gray IP using one with a white one?

There are two clients, through NAT one second is given some kind of IP, is it possible to make the two of them connect using a computer with a white IP.
There is a VPS server, I know a little C ++ (well, Google will help) I would like to know whether it is really possible to somehow force the server to connect two clients, and to know how it works.
