Is it possible to connect to NextCloud server via local network?

I want to set up NextCloud. I assembled a server for myself, bought a static IP. But I would like to know if it is possible to install two network cards and one will be connected to the router to the Internet, and the second to another router to the local network. Since my internet is only 100 Mbps. And on a locale it is possible to squeeze out 1000. In case I leave home, it means that I will have access to NextCloud via the Internet, and when I get home, I can also via the local network. If anyone has come across this, please advise whether it is necessary to install a second network card or not?

Yes, you can, even not necessarily two network cards.
Connect NextCloud to LAN at 1000, use it as you like from LAN at 1000.
And on the router, set up forwarding of a single port from an external address inward to the IP of the NextCloud server. And go outside to the ip of the router and this port. I recommend choosing a non-standard port, it will not save you from attacks, but you will still glow less.
