Is it possible to connect any devices to the pulse output of the electric meter?

I am developing a device for accounting for the consumption of resources and faced such a problem, is it possible to connect something to the pulse output of the counters? in fact, this is only an output and it is not possible to influence this counter through it in any way, but I have not found any information about the availability of its use. There are also meters for which this outlet is closed by a shield, and the shield itself is sealed after registration, what should I do in this case?

Many meters have an LED whose flashing frequency is proportional to the energy consumption.
Those. the counter can be non-invasively taken readings with a low error.
Energy meter:

indicator "A" - flashes with the frequency of the main transmitting device,
proportional to the power consumption and the counting mechanism changes readings.

3200 pulses = 1 kWh
