Is it possible to complete the Systems Theory task in JavaScript or Python?

Hello community members. I was given a task from a field in which I do not understand. The problem is supposed to be solved using the MathCAD package. Alas, I don’t have the knowledge of how to work with MathCAD, nor the program itself. I would like to solve the problem using a familiar tool. The first thing that came to mind was to find JavaScript libraries. Alas, only math.js was found, which most likely does not cover the requirements of the task. I have yet to study the theory, but for now, help solve the problem.
I have attached screenshots of two options for example. Tasks in Ukrainian Language, but I understand that everything should be clear. If there is no way to solve the problem in JavaScript, I can also use Python, C, Go, Ruby.
