Is it possible to combine the Database with an interactive world map? And if so, who will be able to make this project?

The situation is as follows:
Look, my boss instructed me to find a person who can do the following project:
"The essence of the task is as follows. We need to make either a program that will combine an interactive map (like Google Earth) and a database (using type Access MS)
It should look like when opening the database we would point to the property and a map would appear - https://pp.vk.me/c621121/v621121700/da1c/I4sVLN5AY... , which showed the location object, and when you click on the point - it would give out info - https://pp.vk.me/c621121/v621121756/e8db/KZliAr8pa...
The program is offline without being tied to the site!
Regarding the budget, again, we have never done this and do not know the prices, if you can do this, then I think we will decide on the price.
This is in short. I understand that there is not enough information, but we are not specialists and we ourselves would understand through which programs to do this, and then most likely it will be clear what the cost is.
Accordingly, the questions that I need to solve, and to which I hope I will get an answer here:
1) Is this possible in general?
2) What programs can be used - for the database and for the interactive map?
3) How much time is needed? (at least approximately)
4) Approximate budget

First, nothing is impossible. The only question is the amount of necessary resources: time, money, brains ...
Further on the cards. Do you have N*100 GB of hard drive space to download a map of Russia/world in normal detail? Wouldn't it be easier to maintain an online connection with Google maps or Yandex.Maps?
I wrote this for the web, because it is possible for sure. There was a system for tracking parcels of an online store on a map of the Russian Federation using the track code of this same parcel. If I'm not mistaken, it took me about two weeks to complete everything. There is no price, because the online store was mine.
For the price and terms for a desktop application, you can go to any freelance exchange, for example, freelance , Weblancer , etc.

If it were possible to do this as a web application, then it would be elementary. The data is taken from the database and mapped + information. It is done in 1-2 days, the budget is 3-5 sput. (depending on a variety of little things and additional functionality). If you are confused by "binding to the site" - the cheapest hosting is bought, and the application is posted there under a password.
Without the web, it will be very difficult to do.
