Is it possible to collect offline http api translator?

The result should be a working offline translator.
That is, you need an http API similar to what Google Translate and Yandex Translator have.
Found several options:

  1. Install Microsoft Translator on Windows, download dictionaries, and somehow transfer requests for translation via http
  2. Apertium , this option is closer to reality, but it's not clear how to set everything up...
  3. Apache Joshua
  4. Promt , actually this is the ideal option, but it is very expensive
  5. Install Android on a PC, and there is already Google Translate, only again there will be a question of transmitting http requests

You need to translate entire sentences, not just individual words.
Maybe there is some kind of console utility. Or maybe there is something under linux.
