Is it possible to circle the boundaries of the district on the map (Yandex, Google) by the name of the administrative unit?

Greetings.
I am interested in the possibility of how, by the name of the administrative unit, you can circle its boundaries on Yandex or Google maps for the site. For example, in the file I enter "CAO, Moscow" and the CAO appears / is highlighted on the map:

Or is it all just to circle the handles and then spread it out?

I will assume that Yandex renders the boundaries of objects and in theory you can find the object and circle it.

Take the base Administrative-territorial borders of the Russian Federation
Based on the coordinates of the territories, build polygons (for example, the borders of the Central Administrative District) for Yandex, Google, etc.

Good question, which, as usual, no one wants to give a specific answer.
