Is it possible to change the rights to files and folders on a disk (fat32)?

The situation is this. I want to deploy sites and that these sites are stored on external media. But I can't change my rights. I read on the Internet that mounting the partition can help. I did, but it didn't help. File permissions do not change.
made an entry in the /etc/fstab file

UUID="0F79-0A74" /mnt/GENERAL vfat rw,exec,umask=0002,nofail,users,auto 0 0

Everything was mounted, but I can not change the rights. Is it even possible? If so, please help, how to fix or where to read, what will help to find the cause?

Impossible, FAT32 does not support permission attributes.

No.
On FAT32 there is no concept of "access rights". In those days, I didn’t bother with such things.
