The layout is made with prescriptive pictures inside the CSS file of the template. CSS is responsive.
Is it possible to prescribe pictures without losing adaptability?

Oh sure. You can peek at the adaptability of images in Bootstrap 3 and pull out what you need. It has nothing to do with the PHP Framework.
