Is it possible to change a duplicate object in one layout, but change on all the others?

I drew the design of the site, it has 10 layouts. Everywhere the same header and footer. Is it possible to change the header in one place so that it changes on all other .PSD layouts? Are there extensions to add pre-made website elements in Photoshop and then just drag and drop them from there and paste them onto the page?

Yes, using smart objects saved to an external .psb file. Convert your header to a smart object, export the content to a separate file and work with it later.
