Is it possible to buy a website name on whois and then buy a domain using that name on go daddy?

Domain name registration is done by a registrar. On the site of any registrar there is a search box for choosing a domain (roughly speaking, this is Whois).
The domain name is paid for 1 year, then renewed.
With Godaddy, initial registrations tend to be cheap, but renewals are noticeably more expensive. So do many.
For Western registrars, see also namecheap.com, gandi.net.
A domain is not yet a website. For the site to work, you need to make up at least a simple page and place it on the hosting.
Registrars also offer hosting services. Also, almost all hosters offer domain registration services.
These are different services that are paid separately, although you can often find "package" services, such as a free domain when you pay for hosting for a year, etc.
Which hosting is better depends on the requirements.

You can't buy anything on whois :) This is an information service, it doesn't sell anything :) It just shows whether the domain is busy or free.
On godaddy, of course, you can, if you are free.

Name and domain are the same thing, why buy the same thing twice?
