The question is, is it possible to create a flight site on Vue, a full-fledged, working site, or will it still be necessary on React / Angular?
It’s just that I have a task + time to study some kind of framework, and just for practice, such a not simple site
needs to be done using an example like:

they sort of like React and other Angular.

vue is one of the tools for this task. Here you will probably need an api on the backend on some yii2 (3) or laravel. You will need confident knowledge of html, css, js, npm, webpack, composer.
And vue will solve only part of the tasks.
Your question is similar to "is it possible to build a rocket out of metal". Like yes and no. One metal will not be enough, if necessary, what would fly.
In the case of air tickets, you will probably have to get acquainted with the api of the services that provide data. Understand what is json and/or xml. Probably will not do without ajax.
I would say that this is the worst option for learning something. Since it is not very simple and requires experience and a rather serious stack. It is better to train on "cats"))))
