Is it possible to bring back F1-F12 functionality without pressing FN?

There is an HP 300 RUSS keyboard, for the F1-F12 keys to function, you need to press the FN key, otherwise multimedia functions work. I didn’t find the remapping option in the BIOS (ASUS Prime B360-Plus motherboard) (as is usually the case in laptops), programs such as Key Remapper help only half, because they don’t see pressing F7, F8 and F9. Fn + Esc (CapsLock etc) doesn't help.

On Dell, switching is done by Fn + Esc. The Esc key itself has a lock icon. After that, F1-F12 work without Fn, alternative functions with Fn.
