Is it possible to break down the creation of an application into small tasks?

Creating several websites (my role is a project manager) I came across the fact that it is much more efficient to decompose tasks into crayons and issue them in portions to developers, initially outlining the big picture, and send part of the work to freelance. Also, splitting the project into small tasks allows you to roll out the site almost immediately, and then gradually increase the functionality.
The question is how effective is it in application development?
