Is it possible to block access to the site to a person by his ip?

I have an article rating system on my site. Basically everyone gives 5 stars. Everyone who has rated is displayed in the WordPress admin panel with their ip/hoster. There was one unique person who regularly visits, reads and, on purpose, puts 1-2 stars, killing the entire rating of the article, where 8 stars are 5 and 1 star is 1. Here is his IP and hoster - 109.252.68.14 / ppp109-252- 68-14.pppoe.spdop.ru. I read that you can disable access in the hosting admin panel or through .htaccess. Question: if you deny access to ip - 109.252.68.14, will it be blocked alone or may there be consequences that all ip-hosters or the whole range will be blocked?

A specific IP address will be blocked, which may be in the future for another user if the IP is dynamic (and this is more likely).
Blocking by IP - the fight against windmills. You are tormented to block dynamic IPs, I generally keep quiet about proxy. Delete votes from the database if you don't like them, or write a script that will remove bad ratings yourself, but blocking will not help.

The name "ppp109-252-68-14..." indicates that this address is from the pool of dynamic IP addresses. Those. today this user, tomorrow another from the same address. Thus, it is unlikely that an ip ban makes sense.

It's possible, but pointless.
PPPoE, as it were, hints that the address is dynamic.
And let it not change for a day or two or three, but the day after tomorrow it can change.
They don't do it right.
Suggest cookies, for example.
And a more or less guarantee against cheating is given by authorization through, for example, social networks.

Store a value in the cookie, if the dude is not desired add something like ACCESS=NO to the cookie and check on the site. The truth needs to be programmed.
