Is it possible to block access from the server to a specific ip?

Today hetzner blocked my server for attacking 144.0.2.180.80.

by the way, vestacp then opened with a 502 error, as it did the previous time after a similar attack.
At the moment I am looking for a person who would help solve this issue, but for now, a simple question is whether it is possible to close access from the server to a specific ip, i.e., to 144.0.2.180.80 (as I understand it, 80 at the end is a port). Through iptables, as far as I understand, it is possible to block incoming requests, but is it possible to block outgoing ones somehow? Thank you.

Throw out VestaCP, I have never seen a more obscure and useless server control panel.
Also, the sieve, how the developers could fix it in one and a half functions, is not clear.

outgoing ones are possible and NECESSARY, for this reason they are blocked
