Depends on ability. As well as the opportunity to enter a specialized university.
HSE first of all organizes, develops communication skills, performances.
When I started studying, I came by mistake to a lecture for the 5th year and realized that I already knew this very well. Therefore, he went into the army, to mow from the institute.
After a short recovery period, I went to interviews when they asked about a diploma - I answered "Is a piece of paper or real knowledge more important to you?"
Fortunately, all normal companies understand that getting a diploma is not a problem now.
Naturally, it depends on the area of programming, but after all, training materials are now in the public domain and, if necessary, you can learn.
I live better without a tower than friends who have just graduated from high school.
At worst, you can go for a zaochku.

Yandex Google and Microsoft will be taken or even torn off with their hands
in many state-owned companies will not be taken, but thank God there are still very few developers working there.

Yandex, Google, Microsoft will not take. Other companies will take. Given that in order to practice real rocket science in Yandex, you need either a very successful higher education (machine learning, recognition, etc.), or medals from all sorts of topcoders. As a result, it turns out that "5 years of work in a mid-level company (you will already be a senior)" is better than "an average VO in Russia and go to a junior in the same average company."

It depends on what is considered a "programmer")) A programmer is a profession. It is confirmed by a diploma. So the answer is no. And programming is possible without a diploma, of course.
