Is it realistic to be a good application programmer and a bad Olympiad programmer, or is Olympiad solutions also required in applied programming?

Application programming REQUIRES an understanding of algorithms and data structures and the ability to find efficient solutions.
A good developer is guaranteed to be able to solve Olympiad problems - albeit not the most difficult, but at least for implementation, and problems with an average level of complexity.
Outstanding results in sports programming are NOT required for a good developer, but he is still guaranteed to be able to solve some of the Olympiad problems, at least at an average level.

Olympiad problems require out-of-the-box thinking, so yes!
You can be a good programmer and not necessarily be able to solve the Olympiad.
