Issue resolved. For a long time I tried to understand and digest simply. Index the file - Windows + CTRL + L, and this plugin is AngularJS, there is auto-completion not by Tab, but by CTRL + Space.

There must be a plugin if they are for the sublime. In my WebStorm, support is improving with each version, there is auto-completion of not only directives, but methods and, in general, everything related to angular (and not only it).
