Is it possible to assign IP by device-id inside VPN?

Is this possible:
on a smartphone and a PC, OpenVpn clients,
when the client connects to the server, it recognizes what kind of device it is (by some kind of hardware features) and assigns the local address 192.168.1.2 to the smartphone and 192.168.1.3 to the PC?
What is it for: in order, for example, to connect via ssh to a smartphone from a PC at a permanent address,
correct if I'm wrong is this possible?

Usually, in such cases, they make separate accounts for different devices, or allocate a separate pool of addresses and include duplicate-cn.

I would look towards verification of certificates. on the device there is a certificate - in one network, there is no certificate in another.
I'm not sure if Opn VPN is true.
