Is it possible to assemble a wifi radio receiver with broadcasting from the network on arduino mega + esp8266 + some kind of extension with a speaker?

Most likely not enough Arduino memory. You need to somehow accept the stream and send it to some audio playback device. Memory in the Arduino Uno is only 2 KB. if it does, it will be very, very short.
Better to do on STM32
