Is it possible to arbitrary limit in google play?

Hello. So I created a bunch of sites for free ads and made a "wooden" application for them for android (purely on webview). Now I have to put it on the play market, but! Here such a thing arises - ad sites and, accordingly, the application, have a rather narrow target. That is regional. And I need the app to be able to download locally or something like that. Is there such an option in the developer console? I also noticed such a thing - you download, say, a top, and they recommend you (Google) something similar, i.e. applications for buying and selling, etc. Here it turns out that if someone from Argentina or some other region (Russia) starts to swing the top, then they can also recommend mine. At this point, I would like to limit such geolocation recommendations, because. free ad sites are a kind of gold mine for all kinds of scammers and semi-scammers (pyramids, etc.). And so, the essence of the question: is it possible to limit the geolocation for downloading the application?
