Is it possible to allocate a part of the monitor (vertical strip, 100 pixels wide) for the application?

Is it possible for a Java application to lock the percentage of the monitor width. Similar to how TaskBar does it. So that when deploying applications, they unfold in width without this space?
It is desirable at least a hint in which direction to dig .
