Is it possible to get to the site located on this server with a gray dynamic ip?
Dynamics can be made pseudo-static using third-party services like dyndns or no-ip , but will the site be visible from the outside?

Gray and dynamic IP are different things. For example, I have a dynamic IP (DHCP), but it is not gray.
In my case, there is no need to make a tunnel (penetrate NAT) and the dyndns service will be enough.
With a gray ip, the entire collective farm sits on one external IP that may or may not change. If white, then this is only your IP. It can be assigned to you both for the duration of the session (dynamically), and forever, or for the period of payment for this option.

If you don't have an external IP address, you won't be able to access your web server. You need an external IP address.
