Is it possible to send private messages on behalf of the bot to users, knowing from the phone number or id (not in the general chat).
If yes, how is it approximately implemented?

Бот не может писать сообщение первым (не может самое первое сообщение писать, пользователь должен подписаться на бота, добавить его. После этого можно отправлять сообщение в личку пользователю по его id)
