Is it possible and necessary to notify the user on the site after some time?

We have a fairly large online spare parts store. Spare parts for domestic cars and corresponding contingent. Much is being done to increase the quality of the interface and ease of usability, but again, the contingent dictates the rules. Not everyone can choose something in the catalog.
Accordingly, they need something to help. Here's what I want:
The user enters the site and after a minute a pop-up pops up with an offer to help in choosing the details. Those. in this form, he can enter contact details and place an order in text form. The data on the form will be sent to the mail of the manager, he will select and contact the client.
Questions :
1) Does it make sense?
2) Will there be sanctions from the search engines? They were all worried about pop-ups.
3) Maybe someone knows a ready-made script for this solution? Shop on Bitrix, if anything.

1) Does it make sense?

There will always be meaning. Who does not need to close, and who really wants to find something, then use this form.
No.
Pop-up windows using 1s-Bitrix

You can install any online consultant so that those who are too lazy (or do not know how) to search in the catalog can immediately write to the consultant.
