Is it okay to take October CMS as the basis of the site?

Is it the right choice if you take October CMS as the basis for a complex bulletin board or online store and use it as an admin panel and rest api server?
Or are there other alternatives so as not to worry about roles, admin panel, etc.?

Well, frankly, it's overkill. October CMS is like the wordpress in the Laravel world.
Those just for the sake of the admin panel make no sense to take it. But if you want to use their extensive library of ready-made plugins, then yes.
Otherwise, it’s better to choose from ready-made bricks the admin panel core, laravel packages for role management (for example , spatie / laravel-permission is quite convenient, spatie has a lot of good packages in general), etc.

Oh sure. October or Nova is a great start. The bulletin board is still a pretty simple thing to take a long time with a unique admin panel.
