Is it normal to develop iOS applications using web technologies (HTML, CSS, JS)?

Do they do this often? How to do it? What are the disadvantages of such an approach? Isn't it too annoying?

Banal interception of the mouse wheel event. Scrolling is out of the question.
And the implementation ... I haven't seen ready-made libraries, and no, most likely. Distortion - CSS3 Transformation. Movement is a banal position, and infinite scrolling in each slider has already been explained 100,500 times. There is nothing particularly difficult, except for smoothness.
