Is it normal for the same processes to hang in htop all the time?

Hello.
There is a VPS with a 100GB disk, 4GB of RAM and 2 cores.
Vesta is installed, respectively Apache, Nginx, php 5.4.45, php 5.2.17, MariaDB 5-5-44.
There is a desire to deal with the rational use of RAM.

In addition to Mysql, processes running under Apache (module php 5.4.45) and the user under which php 5.2.17 is running are constantly hanging.
The screenshot shows that the RAM is 3400 out of 3800. At the same time, there is no activity on the server (there are no visitors to the sites).
The question is - is this normal or should all processes be terminated and not "hang" in the console? If this should not be, then what needs to be configured, checked?
