Is it necessary to remove the old free StartSSL certificate for money or is there another way?
I recently received a free certificate for my domain from startssl.com.
When I try to register a private key with a hoster (justhost) in cpanel, I get the error "The system could not save the private key for your account."
There is a version that the key is not registered because at the time of registration the site did not have a dedicated IP.
Now there is a dedicated IP. But removing the old certificate turns out to cost money.
Is it true that this dedicated IP is missing?
Should I delete the old certificate or can I register another certificate for the same domain?
What is the free way to solve this issue?

I will answer myself. The error during registration was due to the fact that I did not decrypt the key received in strtssl. You had to use the wizard in their toolbox or decrypt the key yourself on the command line, and only then register it in the hoster's cpanel.
The second part of the question: it was not possible to change the free certificate for free ;(
