Is it necessary to register a dollar card to register with Payoneer?

Considering that a local bank card is essentially needed for identity verification and payments go to a Payoneer card, is it necessary to use a dollar card to register with Payoneer? Maybe in local currency?

And another question, after creating an account with Payoneer, is it possible to withdraw money from a Payoneer account to a linked card immediately, and not to a Payoneer card that arrives within 15 days by mail.

"which arrives within 15 days by mail." - are you out of the blue? They don't have any more cards.
A bank account in rubles will do. They check it, it's 1-2 days. You can withdraw to your account in 1 day, as soon as they calm down in terms of answers to their questions.
When you first replenish your Payoneer account, you are asked to send a scan of your passport and answer a few questions like "What is the money for," "Who is the money from."
This is fresh intel.

Only 3 methods are available for Russia:
1. Open a ruble account and send money to it, the rate is often good, but keeping in rubles is not the best solution.
2. Open a dollar bank account and send dollars via Wire Transfer, the commission is $30 per transfer, so it makes sense if your transfers are more than $2000
3. Paypal -> ruble account, the exchange rate is worse than the first method, but if you make purchases over the hill (not Ali), then Paypal is simply the best choice. Because allows you to store in $ and transfer to rubles when it is convenient, because it is unprofitable to store capital in rubles in the current situation.
I use all 3+ cryptocurrencies, in case a third party (banks/tax/mine/foreign state) decides that I don’t need my money and can be stolen by debiting it for some occasion.
