Is it legal to use popular songs in computer games distributed through the steam platform?

If the game uses compositions of popular artists, while throughout the song the name of the artist (musical group) and the name of the composition are indicated, with the content of the photo / logo and / or any information about the history of the artist (musical group), download or save the music itself you can't rewind either.
1) Is this publication considered illegal?
2) In what form is the contract for placing the composition in the game?

You can not use someone else's music in any form without a contract. Google an agreement on granting the right to use a musical work under a non-exclusive license.
