Is it legal to use images scanned from old books?

Good afternoon,
Not all the necessary images can be found (free or in commercial packs), at least at reasonable prices. Is it possible to use scans of illustrations from Soviet books (70s)? Is there any rule (the book was published no later than 20 years, etc.)?
Usage is planned in a personal pet-project on the web.
