Is it legal to use font weight in graphics?

I'm into computer graphics. Quite recently I decided to try to
create a logo for one company, and I had an idea about the legality of using the
GRAPHIC font. I understand that a font is as much a product as a book or an invention,
so it has authorship. So, in order to use it in my projects, I need
to buy a license. With this, everything is clear to me.
I'm interested in how experienced designers use fonts. Because I don't think that they
will develop a new font every time for a new project. Especially if the project is small. Either they buy a license for a particular font, or the customer buys it.
Today I read an article on a well-known site that you can use the GRAPHIC font.
That is, if you use a font when developing a site, and it is found there as a file, then you need to buy a license for this font, but if you use it when creating graphic objects, when the font is, for example, in jpg format, then a license is not required .
I ask really experienced people who understand this topic and have repeatedly worked in this area to answer this question. It would be nice to give an example or attach a link to a resource with your answer that might answer my question.

There is hardly anything in common between a book and an invention.

You have read an article about the United States of America. Well, or some other country where this is exactly the case, which is less likely, since the default country is still the United States.
And in other countries, not only implementations of fonts in curves, but fonts themselves may well be subject to monopoly rights. For example, in the UK this is the case. In Russia, probably, too; at least Lebedev's studio is firmly convinced of this and actively copies [0], which is transparently hinted at by Comrade dimonchik2013.
