Is it legal to install and use OEM Windows yourself?

The organization has several computers purchased without an OS. What if you buy OEM licenses and install and use them yourself, does this violate the licensing terms? From what I understood from the text on the back of the package with OEM Windows, you can’t do this, but in my opinion everyone does it ... Am I missing something about the terms of licensing OEM versions?

Digital law gives rise to such perversions that one wonders and the opportunity to choose exactly how and to what extent to follow the license can be perceived as a form of protest and struggle against this violence and arbitrariness.

Composition of GGK: Certificate of Authenticity (COA) - sticker, CD with product distribution kit, license agreement. There is no Downgrade right, each PC is activated separately. Minimum order - 1pc.
2. Get Genuine Windows Agreement (GGWA)- decision on the legalization of Windows within the framework of the Open License program. There is a Downgrade right, a multiple installation key (MAK) is used for activation. Minimum order - 5pcs.
