There is a site to which I would like to attach something like this https://www.clipconverter.cc/ The question is whether hosting will be expensive for it, given that the files accepted for work will be stored temporarily. And which one is better to use.

Check out Amazon Elastic Transcoder pricing : $0.0075 per minute of converted video.
Microsoft Azure also offers Media Encoding , but prices are not on the surface.

Most likely, one is needed only for downloading and uploading already converted video, and inside there should be a whole pool of worker servers that will deal with compression imperceptibly to the end user.
