the animation may not be in the svg itself, but in js and css, so it's hard to say for sure without seeing the page code.
But if we talk about software for working with svg itself, then the best is here:
inkscape.org
But it will not help if the animation is in js. If svg and js are new things for you, it may be easier to turn to freelancing.
